Budget Crisis Tips

Adult education budget managers are facing the biggest challenge in memory, perhaps even including the dark days of the late '70s and the infamous Proposition 13.

To start with, budgets must be developed for the coming year without knowing what CAP and revenue limits will be. There has always been uncertainty in the education budget process, but never before has it been this epic in scope. Uncertainty or not, budgets must be developed, and managers are using various strategies to reduce costs by anywhere from 5% to 18%, depending on the faith that the manager has in the benevolence of the governor and the legislature.

Here are a few cost-reduction techniques that have been reported to Insider:

  • Reduce or cancel summer school If the school is at or over cap by late spring, then the additional ADA is unreimbursable.

  • Cancel Saturday or other classes where the operating overhead is an additional cost.

  • Calculate the real cost of offering community interest classes, factoring in the rising cost of teacher and support staff benefits, to ensure that community interest classes are priced in order to support themselves.

  • Use supplementary funds to the fullest extent possible to support classes, being careful not to supplant any ongoing or vital services.
